in need of a coder !!! because i just have an idea but dont understand the actul designing of a website, go daddy didnt suit my needs either, there website formats didnt match the idea in my head

i would like to make a website all about ranking peoples opinions under certain categories only using a little amount of characters . but rank different objects or things that are in the same category as eachther described in one word, for example, one of the many catagorys at the top of the screen would say "movies" or "Video games" or "cars", those are just examples. then under those Categories there is a comment section where the users would put their favriote thing in that category, other users can like or "up vote" that idea to bring it up. so everyone's goal would be to have the most likes and at the top of the list of that certain category, kinda simular to how Reddit upvotes and downvotes work . by using the same format. its hard to explain in words I can draw a picture and to describe this better .. its a super simple website formate, no fancy animations or colors nothin like that. Just simply [login to view URL] [login to view URL] button that moves comments to the top. and just a playful fun raking website for the people.
