League generator (PHP)

We need a league generator in php. with the following requirements 1) Round Robbin 2) Home & Away 3) Each round will accrue every week on the same day and time 4) Each round will be generated based on the teams in a division 5) Normal league functions like, TeamA vs TeamB can only accrue once. 6) Ability to set a max amount of home playing games per round* *To explain option 6 in more detail: We have multiple associations. Each association have multiple teams. Each team is attached to only one division. Each round is generated based on the division Each association has room for the amount of teams attached, divided by 2 (rounded up). The amount of this will be the max amount of home playing games per round. That means that if an association has 3 teams the max amount of home playing games per round is 2. This rule need to be check over all the divisions. If a third team of that association wants to play home he cant, because there is no room. In that case he needs to play away or something else. As long as there are not more than 2 teams playing home per round. Than you know the concept and know that when all fields are taken you need to play away. Note that a different time will not work due to the fact that here one round is played at the same day and time.
