Laravel Project - Verification system by phone number & PayPal.

Hello, I'm running an Laravek project, for bidding and selling apps... looking for some expert in Laravel I need to check function for users who registered IP Address to didn't have registered with other accounts with different email address, only 1 IP for 1 account and 1 email. So we need to make sure for the following: 1) check the user IP for not being registered with different email or username. 2) make sure the email address is confirmed and enable verification number for a user so he cannot use many accounts. 3) make sure to didn't give a user permission to change his verified email or phone number or account name, he must contact us for this. 4) any registered email address should have collect username IP Address for verification system. 5) any registered ( new user ) would like to register and once he try to register he could not do that because his IP registered in our email list or users list. 6) complete verification system for users phone number ( this optional but must be in our system ), so the user can put his phone number to get our Golden verified Seal ). 7) we must have a bad list users, so any fraud or hacking attempt registered on any user then his name should be listed in admin panel, display that this user try register with different email address or different user name or different number... all are should connected with one IP Address. 8) all these information should be displayed in our admin panel, so any fraud users with any type should be listed in our banned list or Hijack list. // Also need to have list beside the username account in any list for sale or in his profile if been visited by visitors to have it like this Ownership verified ( Verified email only ). This mean only email, where he can have our Golden Seal like: Ownership verified ( Golden verified ). This mean this username has been verified his Email & Visa card - Through PayPal only & Phone number ) That's all for our verification system. // I need also to have a screenshot with my website name, so any uploaded picture or a capture picture (Screenshot for websites) should be generated with our Domain name sealed on it, ex: [login to view URL] // IP Functions doesn't work, it's show IP Address for anyone listing a new order ex: xxx.255.255.255 Please note that this tasks above is one of three running projects, as i'm looking for who can finish these 3 tasks in professional work and to be hard worker with me so i can assign the projects to him ASAP... no time for chat, please serous worker only!
