Integration with online malware scanner through public API

I want to create a malware checker ,with the public api from a specific partner, on my sitethat gives the user the possibility to make a fast check of their URL for malware, virus and blacklisting, where they will insert their URL in a field and then click on scan. I´m using the Formidable Pro plugin, and I have already created the input fields with URL field. I want that when the user insert the URL that the scan should be conducted, and that the results should be listed below from the public api on my site. I want to have a loading time of at least 10 seconds where a specific loading icon should show, where I want to be able to insert different slogans that presents itself for the user. In the documentation for the public api then it´s written that the public version is limited to at most 4 requests of any nature in a given 1 minute time frame. So it means when this limit is exceeded then the request need to added in a queue, where the user should se the loading icon with the text "You are number # in the queue, please wait."
