A disposable chat application in mobile website

I want a mobile web application to chat with temporary friends. The website on launch, should allow me to create temporary private room, and create a link. I should be able to share that link via sms to temp friend. Once temp friend receives the link he should be able to chat with me in same room via his browser. We should be able to share location (GPS/drag pin), images (camera, jpg, png), files (pdf, docx, xlsx, pptx).

The look shall be of typical app chat room like whatspp/viber, etc. Similar service is vLine, but it lets only video chat. The chat app shall run properly atleast in Chrome Android and iOS browser.

I expect developer to send a design document, with mock diagrams, for me to freeze it once I contact them seeing their bid. This document could help us finalize the design and avoid reworks later.

After development, I also expect him to help me buy web server for the same, of required configuration and launch the website.

As an admin to that web, I shall be able to see not the chats (private), but normal statistics (view statistics, chat statistics, etc).
