Create Simple Script With Front & Back End

Simple script is needed with a back end administration at 5rand5.com. We have the front page template up and the script you write needs to be integrated into the second container section. You will install and make sure the site links to the https:// version of the domain. In this script a user will click a button on the homepage to call a random chosen set of identifying numbers from the database to be displayed. Again the numbers should be chosen at random from the database. The user will also have to fill out a form that will be submitted for their information to be added to the database. After they submit an email will be sent informing the admin that they want to be added. The admin will log into the back end that you will create and activate their identifying number to add to the random string. We have enclosed specs and diagram of what we want. Ideally we only want to spend about $75 USD on this because it is a simple project. Newbies welcomed!
