Build a Website in Word Press based on Ready Templates

I have started creating my website with Wix, however am considering moving to a WordPress platform.
I have the design, projected layouts and website structure ready and need an expert who can copy the work done at Wix and technically execute the website on WordPress. The website is approximately 30 pages with 3 main standard page templates (most of the pages will be dynamic pages with the same draft page layout).
It is a fairly simple website. Some additional features will include:
1) 4 comprehensive assessment forms for clients with conditional logic and an option of adding an additional field by the client (e.g. information on an additional family member depending on how many relatives the client has);
2) Very standard contact forms embedded on the bottom of most of the pages
3) "News section" with an ability for us to regularly post news - no photos required, just text. The three last news should be projected on the home page and potentially some other pages (i will show you the way it is executed with Wix at the moment).
The website should be optimized for mobile interface as well.
