Build a Website

I need a new website.I need you to design and build a website for my small business. I need someone to build me a website like [login to view URL] with a simple user interface that is mobile friendly. There will be some differences. Users that sign into the website do not need to refer other users to earn. The system will automatically match them with new users coming into the system. It is a forced matrix system. 2x1 matrix: A user that signs into the system is paired with someone to pay $50. After he has made the payment, he should be able to upload a proof of payment and the payment is confirmed by the one he paid, the system now matches him with 2 other people who will pay him $50 each($100). Once he receives that money ($100) he can now cycle back to pay another person in the system $50 to get another ($100) and the cycle goes on and on like that. Note - If he does not pay he gets disabled after 7 hours If he does not redonate in 48 hours after first cycle he gets disabled The system keeps 10% of initial donation to be held back & repaid on new cycle Date for payment is displayed for each cycle - You should receive $50 on 2/4/2017 and $50 on 3/4/2017 but allow maximum of 14 days Both payment comes in within 24 hours of each other This matching system should be able to run automatically and it should be able to automatically suspend defaulters after 7 hours . It should have a robust admin back end where we can monitor users, block them and delete them. At the back end we should be able to assign how often we will be matched with other users to pay us. We should be able to confirm the payment so that these users can receive ($100) from other users and ability to report failed payment by users as well as fake upload of payment proof. This is a simple 3 x1 forced matrix system with a responsive web design. The commands must be editable. Robust support that is connected to a CRM or has CRM capabilities I need this system to be built in 1 - 2 weeks. I do not need anybody to waste our time.
