Build me a client area -- 2

Let me elaborate the requirement of this backend. We need the backend of our company. Our company is selling e-commerce accounts. So accounts will be our item, Item information Each item (accounts) have their item number, phone number , virtual credit card, IP assigned, IP renewed date, name , address, date created, date sold, account status, email, password such kind of information associated with it. This backend mainly have these function 1. Let our staff to have different login and login the backend to import the excel maybe xls or csv (We have our own account creation sheets which is google sheet currently using) so the backend will record down every accounts information I just mentioned. 2. And then, there is a search page for our staff, when they search out the item number, every account related information will be shown on that page. And there is a place to show out the account status if the account is sold, active, or suspended, or restricted, our staff can also adjust the status. On the client side, we can set that only accounts sold to them can show the information to them. Client is not allowed to see any unsold account. So if the item sold the them, our staff can mark that sold item status as sold, and then our client side, will see the list of another page 'Sold account' 3. Have the search function for clients so clients can use the search function to enter the item number, and they can search out those Item information. 4. A ticket system, this ticket system let our staff can answer client query. 5. A unique page states some video apt in and let client to watch the tutorials without the permission to download them. 6. A item delivery function, once our staff set the account sold, the account information will be automatically shown on client's side account delivery page of the account delivery list. 7. Have English and Chinese two translation. Other few function we have not mentioned. Our budget is HKD 3500, First draft need to be done in 10 days.
