Hello. A bot like this would be easy. I can make it in either Python or node.js. The only thing you should know is that Telegram bots absolutely can't message users who didn't talk to the bot before that, even if the bot has their user id. So, they will have to message the bot first, then the bot would be able to invite them to a channel or group.
