Wordpress: creating a personal Wordpress Website

We're looking for a company or a single entrepreneur to develop a personal website: We need the following functionality implemented: -a homepage -the design should be in direction of: [login to view URL] [login to view URL] (in one word) links to g plus and other social networks (including custom icons for that) --> a recommendation area on the homepage --> a newsletter sign up form -a blog -a contact form -some legal sites with plan text Multilingual (Englisch and German) Contractor requirements: We’re looking for a long-term contractor to develop and maintain this website. The ideal developer has: 1. Successfully developed Prestashop applications or shops 2. Strong experience in general website development 3. Is familiar with online-shops and their development 4. Has great organizational and time-management skills to get work done on schedule. The goal is to finish developing the website before 1. Dezember 2014. 5. average or good English skills --> makes communication easier :)
