Wind Turbine Control Circuit Design

The goal of this project is to build a self adjustable wind turbine with a hub that autonomously maneuvers itself along the tower of wind turbine. In order to do this it should be able to sense its own position on the tower, relay the information to a central computer or micro controller and be able to compute and move up the required height. I need someone who has sound personality in all the Skills required in this project and guarantee the delivery of project on time. Please go through the attached file for complete description.
