Develop a top class WordPress template from PSD

My new blog, "[login to view URL]" is currently using default theme, needs a new world class theme. I have prepared a PSD file with new design, that needs to be coded into a Wordpress template (theme). I am looking for a Wordpress developer with an eye for good design. It is very important that the developer follows the PSD layout in regards to design, fonts, alignment etc. What you see in the PSD should be identical to the Wordpress template. All the requirements mentioned below. I request you to kindly go through it. 1) Responsive design for mobile-view, tablet-view and desktop view. 2) Good communication during the project is neccessary. 3) It need to easily installable through "wp-admin/[login to view URL]" 4) The Wordpress theme has to compatible as it can get for future upgrades without any function/design being affected 5) Page speed insight score should be over 75 % on both desktop/mobile -> [login to view URL] 5)Page must load under 0,5 seconds (verify in woorank) 6)Make sure there are no other irritating default Wordpress attachment pages, or comment pages that causes unnecessary pages or hidden urls. 7)Make sure robots are set to "Follow" in Google, so it gets optimized for rankings in Google 10)Mobile version load time must pass with good score on [login to view URL] 11)Website load time has to be high enough to pass on [login to view URL] when tested 12)No code/template is illegally or unethical from another theme/design etc 13)Dont use inline css(for SEO purposes) 14)Make custom 404 page(we will provide text) 15)Must insert H1, H2 and H3 tags on titles and subtitles 16)Html validated. 17)Use most SEO friendly and updated html method 20)Design must behave/look the same in all browser and devices 21)Need to be able to work on feedback if needed. 22)All fonts must be working in all browsers.
