Create a WordPress Woo commerce plugin for a lottery syndicate.

All, I am looking for a freelancer to build a woo commerce plugin for my syndicate lottery, This plugin will work with: Woo commerce software, User profile Databases Order statuses Products/syndicate group 150 members only. The plugin will provide the back end user the ability to do the following and create this for every syndicate. Upload ticket scanned images and ticket numbers for each group. Automatically assign winning to each member of the syndicate, Ability to download the syndicate members details The plugin will provide the front end user the ability to do the following: Ability to request winning payment ($50 minimum) Ability to check syndicate membership wining, ticket numbers, ticket images etc. Plus modifications as needed.
