Convert uploaded images to a smaller file size

I am using a form built with jotform, and when someone fills out this form, they are required to upload a selfie with their phone, these raw selfie images are typically between 1-2mb depending on the camera. After the form is filled out, they are taken to a thank-you page (hosted on jotform) and presented an option to share to facebook. When they click the share button, they are taken to a standard facebook share page.

The problem I am having is that when the selfie is uploaded and shared on facebook, the post format is the large post image, therfor cutting off peoples heads in the selfie. I want the image to be displayed to the left of the post.
Facebooks rules on this...
Use images that are at least 1200 x 630 pixels for the best display on high resolution devices. At the minimum, you should use images that are 600 x 315 pixels to display link page posts with larger images.
If your image is smaller than 600 x 315 px, it will still display in the link page post, but the size will be much smaller.

So what I need is for the image that is uploaded to jotform, be converted to a smaller filesize, thus it having a dimension smaller than 600 for it to be displayed as a small image post type.
Here is my idea,
Once a user submits the image upload through the form, the form then uses the "Send Post Data" feature that jotform provides, information found here.

Once the data is submitted to the page on our own servers, a custom script takes the image, converts it to a smaller size, and then spits out the smaller image back to the user on a thank you page. The image file should be in a viewable url format of .png .jpg etc...
Once the image is a smaller size, it will fit properly on facebook.
