Cell phone OS

I need some one, who can create a software for a mobile phone, not a smartphone, budget phone on PCF8558 I²C controller. Systems needs to be expandable for future options and with zero freezing in it like in Nokia Series 30. I need simple system with advance options. Please allow 14 days until final decision, I will appreciate, If you could send me some works more or less like what I'm asking. First I need to see what you are capable of. Thank you for your time.
