Windows executable program in PHP that reads XML and creates a CSV spreadsheet

We need a Windows executable program (standalone) that will send an XML and configuration file to our web service and create a CSV spreadsheet file with the XML result. The Windows program must be compiled so other's cannot read the code. We must have the source code as well written in PHP so we can read it and change it as needed ourselves. We will need to compile it ourselves after making changes. The code must be commented and easy to understand for a PHP developer. We have an XML file that you will send to our web service server as a request using SOAP 1.1. We have a working WSDL file which will be compiled into the program. The program will read a configuration file with credentials. These credentials get passed to the web service in one call along with the XML request. The program will create a CSV file with the XML result including the tags and any data returned. The code must be commented and clean so we can modify this as needed ourselves. We will need to confirm the executable is working with our web service and that the code is clean and commented. Please explain what you will use to complete the project when bidding. Thank you!
