Starting a 3 tier affiliate program

Am setting up an affiliate company and want it setup from scratch. 3 tier payout and want payments and monthly autoship to coinside in a database with flagging for daily check into account to make sure that non paying people do not get more of products. Also would like to have database for emailing these leads that I generate through PPC and PPA to monthly subscribers. Also have opt in system currently just finalizing and would want some autoimport of CSV file. Would like the CSV file to be organized and have 6-8 geographic areas which names are seperated and then assigned to Subscribers on a monthly basis which match. Lots of work and probably lots of clarification. I would either like you to do the graphical integration for less points of frustration and confusion or could have my people do this. I have 3 other similar projects and this specific project needs to be completed within 1 month. My programmer is working on something of more importance however this is high priority and anyone knowing what they are doing should be able to complete in week plus testing. ## Deliverables I would want all coding properly documented and noted in English. I want thorough notes taken(obviously not overly to make it not work just specific function etc. Do want all source for entire project which can not be resold.
