Wordpress Expert / SEO Expert Needed For Local Directory

This job is only for a budget of $3 - $5 per hour for 20 hours. So your bid should between $60 and $100 US. I have a software program that allows me to create local directories. So I can take a list of 1000 Dentist an area and create 1000 page directory from my wordpress site. So I need somenoe with Wordpress Expertise and SEO Expertise. I have a few problems I need help solving. Problem #1) Getting the directory to rank well for the individual local keywords. There are several strategies like spinning content, using tokens for keywords in each listing and several others. The bottom line is that I would like to work with you to help me figure it out. Problem #2) Creating a theme that looks like a professional directory. Most of the themes I see are good, but need updating. So I would like you to help me change around a theme to make it more professional and have some features like "Featured Dentist" listing at the top. So I'm looking for about 20-30 hours of work in this project by helping me put together a stragegy to help my directory rank and also update a design to make it look and feel like a Insider Pages or Yellow pages theme.
