You will need to know 4 things very well to do this project:
1. Visual Basic .Net 2003
2. Microsoft Access
3. ADO/[login to view URL] (which ever you prefer)
4. Component One Flexgrid - [login to view URL]
This is a stand alone application written in VB.NET that connects to an Access database. There maybe up to 3 instances of the application connecting to the database.
Any forms that I need in the application will be designed for you and you will only be required to add the code behind them. This will simplify the communication process from me to you.
Initially in this project you will be bidding to complete a form containing two cross referencing grids that add/edit/represent the under lying database depending on various application conditions (user access levels etc). Written another way... it's 1 form with 2 grids. The grids show 2 views of the same data.
The end users will print these grids so layout on the paper must be 'end user friendly'. A lot of the work in this module is already underway, I would estimate >50% done.
Maintainable code is a priority! Functions need to be isolated and well commented. Your parts of the application must be incorporate a lot of 'User Forgiveness'. Time permitting I will be doing some of the code modules myself. This should not be a problem for you as they will be seperate modules.
This project will offer on-going work to a good working partner.
I need someone that is comfortable sending 1 line emails back and forth so that we can work together rather than a big list of surprises to work through at the end. I don't mind being asked 10 million questions along the way. Hopefully it will be straight forward enough when you get started.
1) Complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

I have added a "First Draft" specification document to the job advertised. It contains some images and a lot of detail. I hope it will help explain the project requirements better. I will be continuing to work on this document and it should not be assumed to be final. Please note that a lot of the functionality has already been implemented.
