I am after either a programmer to work on a continuing VB.NET/SQLserver/WebServices project/product. I need someone about 10-15 hours a week, although this may increase or decrease depending on the workload. All VB.NET coding must be done directly in VB.NET, not C#. For the first month or two I think I will need about 40 hours a week of programming.
The WebServices are related to a Vehicle Tracking and Job Allocation system.
There are about 300 function calls at present, and about 50 tables. Most function calls are of the form 'Retrieve a record where the key field is X', or 'Add a record and retrieve the value of the key field of the record'.
There are however some more advanced functions. I immediately need about another 100 function calls and probably 10 database tables added. If you have done a bit of TCP/UDP/IP Sockets programming under VB.NET that would be an advantage too, but not essential.
I need a programmer who is intuitive and self-motivated. I need to be able to say to the programmer I want something without providing all the details, and have the programmer work some things out, and ask me for more details for the rest.
I am after someone who is able to stay with this project for many years, subject to business needs. After all, there will probably be some work required to become productive. We will require the programmer to sign an NDA to ensure that our code does not get distributed to other people.
I don't need someone with perfect English skills, but I do need someone who can get across what they are trying to talk about without too many problems.

Paying on a per hour basis is probably fairest for everyone, although where a well defined specification is available the facility to provide fixed price quote for work will be there. Our budget is such that we probably cannot afford a programmer from the USA or UK
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
