website to buy/sell social signal

I want to make a WEBSITE where people can sign up as 2 roles: Advertiser and Worker Advertiser purchase credits, which can be used to buy "like/tweet/+1" (also refered as "running a campaign") Worker gets paid to like/tweet/+1. Basically I require an automatic process. Whenever a buyer enter a URL and X number of like/tweet he want. The URL get passed to X number of worker. If a worker does not respond in a few hours, then skip that worker and pass the URL to another worker until we reach X. ADVERTISER DASHBOARD: ==Create campaign== This page contains a form. 1. URL 2a. checkbox: select social signal that want to be used (like, share, tweet, +1) 2b. Amount of social signal for the campaign 3. select number of days (7-30) the social signal will be spread on 4. Save draft button 5. Start campaign button ==Manage campaign== Display a table that list all the campaign Campaign name, status (draft/running), edit, view progress ==Buy Credit== we put paypal buttons here ==Edit Profile= WORKER DASHBOARD ==Assignments== This show any available assignments. -task type: Tweet/Like/Share -URL -Payout ==Edit Profile== --if you read all this info, please tell me what you are going to use to complete this project.-- AUTOMATIC PROCESS: For example, an advertiser entered this data: [login to view URL], 70 tweets, 7 days. -calculate number of social signal required per day = 70 / 7 = 10 per day. -Spread the URL [login to view URL] to 10 random Worker accounts in a day. -the URL appears in selected worker accounts as an assignment. -If a worker does not respond in 3 hours, remove the assignment from that worker account, and pass it to another worker account. -Repeat until the we have 10 workers responding to the assignment. -everytime a worker complete an assignment, mark him with 'completed' and credit him with Z amount of credit. I will require a dashboard for myself to set the parameters for the site such as worker payout rate, the price of buying credit, adding new service (digg, stumbleupon etc), view amount payable to worker, display the list of advertiser, display list of workers
