Raffle Script with Paypal Integration

THE VISION: to create a web based raffle system where a user can purchase raffle ticket/s through paypal, with the user entering name, address, email and contact number before the paypal payment is processed. The raffle system should ensure duplicate tickets cannot be issued and the raffle can be viewed 'live' on the net with a countdown timer to the end of the raffle. Once the raffle has ended the winning ticket holder/s would be emailed congratulations. The system should have a easy to use web based control panel which admin can change the prizes, raffle start/end times, raffle ticket prices abd to list the participants details.
