Photo gallery site - Clone like Flickr, Webshots, Fotki, etc.

You will be provided a series of CSS/HTML templates that will need to be turned into a member's based community photo sharing site much like Flickr, Webshots, Fotki, etc. The end result for this project should function in the same way as these sites.
All photo submission and editing tools will need to be created accessible from the member's logged in state.
A robust, secure, scaleable database (MySql we are assuming) with double redundant backup will be needed to play host to all the photos.
To influence the community aspect of the site, we would also like to deploy a forum.
The site will need to be extremely secure, fast and be able to support many users.
