Color-coded values displayed on X-Y axis, vector graphics

I would like X-Y coordinate points to which various numerical values have been assigned to be plotted and displayed as a vector graphic which will be ultimately printed into a pdf.

The higher the assigned value for a given point, the "hotter" the color (red being the maximum); the lower the value, the cooler the color (deep purple being the minimum). Intermediate values will range within this hot/cold continuum.

The viewable output/presentation will be a single strip laid on a grid with usually resembling an irregularly curved letter "L," depending on XY coordinates. The coordinate points will be connected into a smoothed thin line (so far this is easy enough to do in Excel). Perpendicular to this line, however, will be a "thicker" colored strip of varying thickness, which thickens or thins depending on the assigned values. The hotter the values for a given x-y point, the thinner the strip and vice versa.

Not each of the values has an assigned XY point so the majority of the positions are calculated (I can help with this). A slice of the output I'm trying to achieve is presented above. The sample I provided here represents the horizontal portion of an "L-shaped" curve to give you a more clear idea of what I'm looking for.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
