New Site - PHP / MySQL / Design

I am looking for a php/mysql developer to develop a freelance voice site. You will not need to integrate with any 3rd parties such as payment processors. The site will allow users to register and post bids on projects as well as post projects. Users will be able to upload mp3 files. Basically this will be a site similar to rentacoder or scriptlance except that it is meant for voice talents. I need both a Professional Design(UI) and php programming. The design must be approved by me. Must use a PHP OO style of programming. You are expect to use PEAR classes whenever possible. Site should use: PEAR DB PEAR LOG PEAR AUTH PEAR QUICKFORM I expect that this project will take at least 160 hours of work. This is NOT a small project so bid appropriatly. All communications must be done within the rentacoder website and payment will not be released until work as been completed and reviewed on my server. Unfortunitly I've had my money stolen from me in the past so I must be extra careful. I am a PHP programmer so expect that I will review your code. I will own the sole rights to the code developed. I want custom code developed for this site. Bidder should at least 3+ years of php/mysql/object oriented experience. You must also be able to provide a HIGH quality design for the site. Please do not under-bid. This should take a month or two of full time development depending on experience. If time or cost becomes an issue we can reduce the scope of the project. The main thing is to get the new design developed and basic features implemented. I am attaching a Product Requirements Document which contains the detailed requirments about features. Coder is responsible for: Site Design Database Design Code Development Meeting all requirements ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform PHP5 MySQL Linux Details in the PRD
