WebCam/Chat Website with admin

Need a website built that will allow people to register for a profile. When they register it will create a profile for the user that will show their webcam feed, & a personal chat room box. There will also need to be an “about me:” description area that the registered user can add, change or delete, text about themselves to. The registered user must be logged into their account to be able to chat on their cam & chat in their personal chat room.
You do not have to be a registered member to view profiles, see cam feeds, or chat in the profiles personal chat box.
I would need a main Admin control area to view lists of registered users, be able to band or delete profiles, or any other admin type stuff that may need to be done.
I am currently just looking for a quote on how much this type of site would cost to build.
First of all I must explain this is not for an Adult site, so i do not need any pay per watch or pay per use, this will be a full free webiste. Here are some pictures of what i need for the profiles to look like.
I have 2, the first picture is of when a person first pulls open the profile, and the second is when the person enters a user name & joins that profiles personal chat room.
