Cull & organize photos, and create a family year in review photobooks

This is a personal job for myself and my family. We have created a digital trove of life events through photos. Each year, all of our photos are archived and backed up on a local hard drive for retention; however, rarely do we actually look at the photos. Most of the photos are taken by my wife and are of her days playing with our children. Because there are so many photos, it is overwhelming to look at them all. I would like to accomplish several goals with this project.
1. Cull: Delete poor shots (blurry, eyes closed, etc.),
2. Organize: Move photos into categories (work, family, kid's artwork, events, etc.)
3. Select: Choose the best shots from each event or session and segregate
4. Publish: create a "year in review" photo book
Example: Currently, my 2019 photo folder has 13,489 files separated into photo folders by month. I would like to produce a 50 page minimum book from these photos using a service such as shutterfly or mixbook depending also on design skills and experience.
I would like to start with trial of one year's photos (2019) and see how the process goes. Should it be effective and satisfactory, I would like to produce at least back to 2007 (13 years); which is the beginning of my family relationship.
