Expert needed in "offline" merchant payment processing

My business has a *very specific need* to be able to process payments from our clients.

We need to locate an expert that has experience with "offline" merchant transactions that use a debit card and a bank provided 6 digit pre-authorization code. We are a US company that generally deals with international clients and banks.

We are fine with either a merchant account with a physical terminal as long as it can process keyed-in transactions this way, a hybrid service that has a terminal and a web gateway, or an online only gateway.

Most of popular online gateways like Square, Stripe, and PayPal DO NOT have this capability.
