403 PHP Errors following Moodle Migration and back-up restoration errors

We are a certification and training body regarding ISO Standards and have recently implemented a digital learning platform based mainly on Moodle.
Problem 1:
We recently migrated from Moodle 3.3.6 to 3.9.3 and PHP from 5.6 to 7.4 with OPCache activated ([login to view URL]). We are hosted on GoDaddy. We have also MySQL 5.6.49
Before the migration, the root URL led to 403 page ([login to view URL]) and was only reacheable using [login to view URL]
Since the migration, several pages have been leading to 403 error (root URL / dashboard / site home ), those pages are however accessible by adding some extra info on the URL, for example [login to view URL] instead of [login to view URL]
We've also deployed a few plug-ins (Edwiser RemUI, Edwiser Bridge, Edwiser Forms, Edwiser Site Monitor, MS Office, H5P, UbiCast MediaServer...).
Problem 2:
We've been doing incremental daily back-ups on the previous instance, but we haven't been able to restore any data (around 30 Go). We would like at least to restore user data (access and progress logs, grades, Forum,...).
