It should open up a barcode scanner and the barcode delivered to the phone will be a time-stamp in the following format:
14 january 2018 17:31:35 => 14002018173135
The app must scan it and display "Time of Issue:" with the proper timestamp(year excluded) and "Expected time of Return:" with a timestamp 4 hrs later. It should display a field which tells if the time limit has exceeded and should display a fine(Rs.) of 100 if the time exceeds. There should be an abort button which takes the screen back to the scanner.

This seems like a pretty easy app. It will take a day to develop and a day to test.
Feel free to ask me anything. You won’t be dissatisfied by my work.
I have done 4 apps out of 52 Android apps I have developed that has barcode scanner functionality. I also had an experience in qr codes and OCR. I can give the project to you within the day.
By the way, I have 6 years experience in doing Android applications and most of it are solo project and started from scratch.
If you want an app which can read date and time from barcode and then check if time has exceeded from time+4hours, then I can make this app. Visit my portfolio to see some of my work.
Regards.
