Write a Mobile Driver Log Book Application

I need a mobile app that can track my drivers' mileage and gas cost. The app needs to track miles to the gallon, and email those reports as .csv attachment. The driver needs to log in, input start miles, output end miles and total miles, also total gas that was spent.
Additional functions:
Real-time location of signed-in vehicles.
Tap into all the vehicle and driver behavioral data
I have a native mobile jQuery. I would like to know if it will be easier to modify for iPhone and android. Currently it's a template for other logs and is designed for Android.
