Voice chat application (and video - instant messaging) - WebRTC based

I need somebody who has some familiarity with realtime communications, WebRTC in particular. If one already has a similar application, that would help. I need an Android application, similar to Viber, Tango, Skype, that can do: 1. voice calling (always on) 2. video calling (configurable to enable/disable) 3. instant messaging (configurable to enable/disable) I need a WebRTC based solution, i.e. [login to view URL] can be used on the Android and I dont know any current alternative WebRTC library for Android. A server side component is required to do the signalling between the Android peers. The specs here are very brief and more detailed specs will be provided. However, we need basic telephony features that Viber supports. Also, I need the capability to be able to record the calls. I need a configuration which defines whether the media will be transmitted peer to peer or through the server. This similar to TURN server but it is not only because of ICE protocol but also this config can force the media to go through the relay server. Perhaps "restund" can be an option here. The goal here is to record each call. If the call is peer to peer, I think it is not quite feasible to record the call. Relay server will have some latency affects, etc. but I need some smart designs to minimize that. Highly Desirable: A web application so that the webrtc session can be established between: 1. web browser to android 2. android to android 3. web browser to web browser Not required at this stage but desirable: 1. iOS application
