Convert ONE single webpage to mobile version

I need someone to convert this webpage (look at files attacthed) into mobile version also. It's only one single page that contains an image and a hover effect. You are NOT converting anything else, just one webpage only which is why the price is low. I also have the designer who's willing to make any changes needed for that design to make it best fit for mobile. He already got it started also but it just didn't work out so hoping an skilled developer can make it right.
