Is Exchange Server 2016 is single server? or is it going to be in DAG mode? What is the average size of 25 mailboxes? Do you require Outlook Anywhere, OWA and ActiveSync for Exchange 2016 users? if so, do you have third party certificate from GoDaddy or Digicert? Migration activity would require downtime for email flow? what is the maximum downtime that you can afford for this activity? please add more details, that can be useful for this migration project.
