NodeJS/Javascript Help to implement a function which result depending of different criteria

Hello,
This project is for someone which can help via TeamViwer/AnyDesk and on a budget of 50E in case to discuss if there are solid reasons to change.
The issue I have is about this

I have to build a function which takes 2 params and on that return based on criteria:
My trying

Criteria:
// 1. is default, same country, active
// 2. is default, same country, inactive
// 3. is default, any country, active
// 4. is default, any country, inactive
// 5. sites(active).length === 1
// 6. undefined
The result of this function is a siteId based on those criteria.
Number 5 means if default is false every where but we have one active site and we choose that one
Number 6 is just a return in case no one of the criteria is fulfill means an empty result {}
Sites is an array of OBJ

In this OBJ example is missing status which can be ACTIVE or INACTIVE I forgot to result it when I copy/paste.
What I need a solution to those criteria based on that array of OBJ and locale data.
