Build a Custom .jar file for a Minecraft server to have better performance

Simplistically put the .jar file that comes with every Minecraft game is perfect for single player worlds and small servers if optimized correctly. For server that want to be able to have a much higher player count and stabilization on there server they have to hire out a custom software to be developed for the server. I have no idea how to do it! Hence why im trying to reach out and get some quotes and figures so that I can see what it would take to get the server to go to the next level!
