Condominium administration APP

I need an iOS + apk condominium application + PHP control panel.
In which there will be 2 types of users:
1) Condominium administrators
2) Tenants
The application will be a portal dedicated to condominiums, where you can have online meetings with the webcam of your phone (and also select a delegate who can participate if you do not have the opportunity to enter), where there will be reporting faults and problems, where there will be a page dedicated to the administrator's communications, where there will be deadlines and bill payments, a common bulletin board, and finally also a page where you can request the bonus to renovate the house (where inside in a nutshell, the app will ask for certifications and documents necessary to obtain the benefit).
User 1 (Condominium Administrator) can CHOOSE to register normal users (Tenants) in the app.
In fact, the application is not for everyone, but only the users registered by the condominium administrator can log in.
The application I need must also have a PHP control panel where I will be able to manage ALL users, save meetings made via webcam, see all attachments etc.
