Build Website: Need Features from Digg and N4G

Critical note: if you send me a template proposal with no evidence that you have read my requirements or specifications, then I will block and report you for spam. If you want me to consider your proposal then please put some effort into it and send me custom proposals. Template proposals saying you have read the description with a list of irrelevant portfolio sites will get you blocked. I want custom proposals that show you have read what I am looking for, with links to relevant work in your portfolio. I do not want the same proposal with the same irrelevant portfolio, skills, programming languages, etc you send to every single other person. On to what I am looking for... I need a site like [login to view URL] and Reddit created. I know that Reddit clones are common, but the key here is nuances that N4G has. You need to address these in your proposal... Also, I am not looking for a clone! I just want certain features from both sites. N4G allows people to submit content about video games. After submission the content goes to a private moderate queue. Once they have reached a certain site level, registered users can then vote on those submissions in the moderation queue. Once the submissions reach a threshold, they become public. N4G then has a behind the scenes ranking algo (clicks, views, comments, etc) that displays how "hot" a piece of content is. This is a key difference from sites like Digg which are voted based. I would suggest you thoroughly explore N4G, register and check out the various pages it has. I need to be very clear here though, I am not looking to replicate or clone N4G, just replicate it's basic functionality (like Digg but without votes, instead a behind the scenes "popularity" algo. My design, layout, etc will likely be very different. I do not currently have a design. If you can do this within your proposal or not, please indicate that. Any questions please ask.
