add image to dropbox and load to server with Heroku

Hello, I want to add images to Dropbox and make them upload at same time to my server. Someone made it once with Heroku and ruby on rail but I have no knowledge of that. Can you make this?

Do you want a webpage where you can select and upload a file and it will save it to your dropbox? or you want to manually upload to Dropbox ? It's not that clear. Let's chat to discuss more. I can do it with python django and deploy it to heroku server.
