Develop Website similar to TurboTax

My goal is to streamline the application process for prospective foster families. I want foster families and licensing agencies to be able to view the progress of application completed (0-100%) from separate dashboards. I will need secure dashboards that complete the following tasks: 1) Foster families log in, upload documents, complete online forms with signatures. Dashboard is responsive to the initial questions asked (e.g. If family states they have pets--> tab is unlocked that allows them to name pets and upload vaccines; if family states they have biological children in the home--> tab is unlocked allowing them to enter child names and upload birth certificates and TB tests). Family is able to fill form for personal references. Family is able to see the progress they have completed and view files/information still needed. Families are able to see what uploaded documents have been approved by the agency as correct and readable. 2) Licensing agencies are able to view a dashboard of all the homes in progress using the above dashboard in a list format. They can see what items are still needed. They can approve uploaded documents (correct and readable). They can mark families as complete. Automation functions include: weekly emails to families reminding them what is left to complete; email forms sent to family's references; and updates among the two above dashboards when one party has completed a task on their end. I would like to specifically know what integrations/developer languages would be used, price, and time to complete. Looking to hire and develop immediately. Will provide site structure and design- open to suggestions.
