google apps script to create google sheet

There is one web application in php codeigniter hosted on AWS. There are around 2 lakh users in this application. Now I want to create google sheet on google drive for each user available in this application with the sheet name/filename of the respective username. To perform this task we need to develop Google apps script function/module. This function/module should be trigger from my web application, while running I should be able to pass all user ids in parameters to that google apps script function. Apps script function will receive the ids and start creating google sheets with usernames as file names. And in the response/return, I will get a link of google sheet which will be stored in database for each user. All those created files on drive should be public. so later on user should be able to view that google sheet on our web application only. please note these users doesn't have any gmail/workspace account. The username is not any email id but its simple username. please feel free to ask any query.
