Interactive Broker API trading

I need a simple project get done. The project description might be unclear and thats why it may seem complicated at first. However, once you understand the project requirements completely, the project itself shud be easy to implement and not too time consuming. The project needs to be done using "DDA" APIs if possible. The links for API download and TWS station download as well as documentation are provided in the "Links for [login to view URL]" file attached. "[login to view URL]" contains a confusing description of the project, while the "Explanation 2 [login to view URL]" contains somewhat clearer description of the project. However, all the questions are welcome. This project is for a trusted client. No milestones or payments will be created until the project is completed, and tested by the client and until the client is happy. Whoever bids $200 or less will be hired immediately.
