Circuit Design: Switch Off/On an Equipment remotely

Dear Freelancers,
I have a water pump machine which sucks water out of the ground. I would like to you design/develop/prototype a board which enables me to switch the machine off/on remotely using an App or a web dashboard.
The water pump machine is operating with diesel and it has onboard battery. I am uploading few pictures of the water pump machine.
Photo No.1 displays entire shape of the machine
Photo No.2 displays the switch of the machine and how does it switch on/off ( behind it there is a switch circuit)
Photo Np.3 displays the diagram for the board and how it is connected.
I prefer the communication to be via a SimCard.
Also I got to be able to get notified which of the machines not working ( which means there is not electricity connection).
Kindly note that I need you to :
1- design/develop/prototype a board
2- Make the App or a web dashboard for it where I can switch the machine Off/on remotely
3- it got to be able to verify that the machine is Switched On if i do that remotely ( check if there is electricity connection).
Also by end of the project I am expecting you to share all the necessary file project after completion.
