Develop E-Learning Courses on Microsoft Technology

We are looking at a partner who can help in development of Microsoft SQL Server 2012 and Word 2013 E-Learning.
The E-Learning has to be designed for 3 levels: Beginner, Intermediate and Advance. Each E-learning will be of duration 4 - 6 hours.
This E-Learning should not be a PPT converted to E-Learning using Software’s but a custom development using HTML5, JQuery, CSS 3.0. We also plan in the phase 2 to deploy this E-Learning in LMS like Moodle so the developed e-Learning should be SCORM compliant.
The E-Learning should have the following features:
• Proper Course Modules Displayed as the first entry point.
• The Student has to complete each lesson by lesson
• Screenshots of the topic covered with proper description. Also, we can use Voice Based Narration and the text of the Narration to be displayed at the bottom. (Voice is based on the costing).
• How to do exercise
• Assessment at the end of each lesson – each module
• The scores have to be deployed in LMS
