Call ashx web Service from MS SQL Server Stored Procedure

We need and Windows Server 2012 Stored Procedure that calls an existing Web Service developed in .NET (Generic Handler: ashx) using basic authentication. The Web Service receive a json parameter and returns results from a select statement.
the web service call is something like:
