Mute, unmute and change volume of application in Delphi (Windows 7,8 and 10)

I need a proof of concept application that allows me to mute, unmute e change the volume of a specific application in the system mixer of Windows 7, 8 and 10. You can use any open source library you want. You must obtain my approval before using any commercial library. In attachment you can find a skeleton application to insert your code into. You can use any Delphi version.
