CVS file manipulation in bash

Hello, i'm french and i have a project to do in Bash. It's pretty urgent since i have to give it back on the 20th at night and the problem is that i dont have any time to do it. I would be gratefull if somebody could help me. I will pay and i certify that this project can be done really quickly. You have to know that it has to be simple since i just started Bash. the subject is in french, the goal is : You are in charge of the statistical studies on traffic accidents in France (analysis of Severity of accidents, their characteristics, etc.). For this, you have to manipulate different Sources and extract information relevant to your study. The objective of this project is to create a CSV file integrating the relevant data on the Road accidents in France and which will serve as an input for a Visualization of interactive data. I can translate the rest of the subject if you can help me. Plus i will send you all the data when yo usend me an email. Please it's urgent.
