I have worked with data from several companies and have done projects involving high level quantitative analysis and data interpretation skills to study the trends, time behaviour and compare the variables in the data. As this leaves open the spec regarding the query tool type, I would suggest a standard web-based script which can also be run in your intranet, if you have a server available. A second option is a desktop app, with equivalent functionality. Maybe a third option could be a mobile app, but I'm not a qualified developer for that. On a quick look to the USDA site I found they have downloadable databases and a public API. I'm not sure which of these resources would your project target, but I see no problem in building the query tool with a database replica taken from elsewhere, or consuming an existing API. The API in the USDA site requires the user's registration and has some usage limits. There is also a translation requirement on the items included in the referred data. Regarding this, I'm afraid it may require nutritional knowledge beyond my reach, so I can only offer a public-service based translation (say, Bing or Google), which you could review and refine as needed. This requires a dedicated database, even if using a provided API. The amount in this bid assumes a straightforward implementation of my proposal, which needs further discussion to adjust for your requirements. I'm ready to go ahead.
