I understand you want parallax scrolling. My specialty is in JavaScript. Would you like the job done in JavaScript or would you like a pure CSS implementation? Either way will work well and both have pluses and minuses. If I were to do it in JavaScript it would be as simple as moving the art assets at different speeds and directions based on how the user moved the screen. I look forward to hearing more details.
